Uh anyways guy question?

So I hung out with this guy once..we went to park & talked & he bought me ice cream. We did not kiss or hold hands! it was casual well now he wants to take me out to eat. & i guess we are going out to eat tomorrow. but anyways i always text him cause he will say he wants to hang out & then he won't text me. his parents do live out in the country where he has no service, but I dunno..anyways. i don't really wanna go out to eat with him i'd rather do something else but there is not much to do around here. and im confused does he like me or am i wasting my time? he is kinda shy but he is in a fraternity but my friend said he is never with a girl when she goes over there. and he is like 22 i am 19 btw. what do you think?
