Can The RAs In My Building Lock The Bathrooms?

I currently am in college, and the residential istants say that they will be locking all four of the public restrooms in the building. The weather up here now is windy, extremely snowy, and to go to the bathroom would mean walking outside to go to a separate facility. The nearest public shower that we would be able to use is on the opposite side of campus. The college is in NY state, is this illegal? Their reason for doing this is that a few students are being destructive, however it is not the majority of students, only about four. Can they punish the entire building in this way?
