Did the failed policy's of Clinton/GWB isolate Russia to the point of rejecting the west?

I really don't believe they isolated them in that they are part of NATO. There economy is so much better then it was during the cold war- they are building new buildings. People have money to spend and they have items from all over the world now. I believe their resentment stems from people such as Putin wanting to go back to the old ways.
