Who's heard of the fairness doctrine?

My friend mentioned this to me a few weeks ago. I've studied media for four years and didn't recall it. HMM? Aparent liberal want. Acording to my friend it was once in effect. Now it is wanted by the left that it be reinstated, it would seem. DO YOU KNOW ABOUT IT? WAS IT IN EFFECT AND IF SO WHEN DID IT END?
